Peter continues the theme he began in in 1 Peter 2:11-12 of how believers are to properly behave before and interact with an unbelieving, hostile, and watching world, to bring glory to God. He sharpens his focus in these verses by calling believers to readily submit to every human institution, not as automatons or slaves to civil authority, but willfully for the Lord’s sake, and to silence the ignorance of foolish people.
